Wage Garnishment from employee at business on Native Reserve lands (NY state)

LOCATION: NY STATE - I have a payment judgement to collect a debt owed (unpaid rent from a past tenant). I have found out this person is now working at convenience store on reserve lands. This person is not native, just a regular civilian.

Google says that businesses on native reserves do not have to abide by wage garnishment. Is this correct?

Is this situation possible? Work and no Pay for months?

Location: Niagara Falls NY.

I have a tenant who works for Seneca Casino and Gaming. She claims they haven't paid her for 5 months. That there was a mix up with her bank accounts, she asked them to change where the deposits are made, the casino got it wrong, and it never got corrected. She claims she goes to work but they don't pay her, and that she has been going to work for 5 months, and continues to wait for her pay.

She claims she has reported it to labor department, she has filed paperwork etc etc. But that she is still waiting for payment.

Is this possible? (I don't see how this can be possible)
