Pre contract agreement

I have been asked by my agency to sign a pre contract agreement containing the following;

As part of our service level agreement with the client, we are required to ensure that you read

this document and confirm your acceptance of the position, subject to contract. In doing so

you confirm that you have removed yourself from any other recruiting processes and rejected any outstanding offers.

This is the first time I have been asked to do something like this and it seems odd.

I am concerned this is not in the spirit of an outside contract.

Is this common practice? Would this compromise my position as an outside ir35 contractor working though my ltd company?
