My neighbor has decided that owning a duck is their next step. They have built a cage in their backyard and put a fully grown duck in there along with 2 other small ducks. There is a small dog pool in there and the water hasn’t been changed and is completely brown. I haven’t seen them go in to clean up or provide food since they got it a couple weeks ago. The ducks clearly don’t want to be in there and are visibly living in unsanitary conditions. I don’t know what to do and it’s breaking my heart to see them live that way.

It’s not illegal to own a duck, but I’m not sure if what I’m seeing would constitute illegal animal cruelty.
