Articles: Vietnamese tourists will be able to make QR payments in Singapore this year, following the launch of the reverse payment system in the third quarter.

This information was shared by Mr. Nguyen Dang Hung, Deputy General Director of Vietnam National Payment Corporation (Napas), with the press on July 2nd.

The company, in collaboration with Liquid Group (Singapore) and VietinBank, plans to connect the reverse payment system this year, allowing Vietnamese citizens to use domestic payment applications to scan QR codes in Singapore and make payments as they would in Vietnam.

Singapore is the sixth country in the world where Napas has implemented cross-border QR scanning connectivity, after Laos, Cambodia, Thailand, China, and South Korea. The transaction processing mechanism will operate in real time, directly converting between SGD and VND, enabling tourists to pay at stores, restaurants, hotels, and shopping destinations nationwide without using cash or currency exchange.

Following Singapore, according to Mr. Pham Anh Tuan, Director of the Payment Department at the State Bank of Vietnam, Vietnam is also moving towards cashless bilateral payments in Taiwan, India, and Japan.

Mr. Quynh Lan also informed that the exchange rate will be real-time, based on market developments. Unlike some services with a delay in updating, the cross-border QR payment system will display the exchange rate at the time of the transaction. This helps customers know the exact amount to be paid, how to convert foreign currency, and the total amount recorded when making a transaction, thus allowing them to be more proactive in their spending.

According to Mr. Pham Anh Tuan's assessment, connecting cross-border payments via QR code between Vietnam and Singapore will bring practical benefits to tourists of both countries. This activity makes transactions faster and more convenient, while contributing to the goal of promoting cashless payments in both Vietnam and Singapore.

Gov to extend EV registration fee to be free till 2030.

Article: Electric vehicles will be subject to a 0% initial registration fee for an additional three years, until the end of 2030, according to a Government Decree.

On June 8th, the Government issued Decree 202 amending Decree 10/2022 on registration fees. Accordingly, battery-powered electric vehicles will be subject to a 0% registration fee until the end of 2030. The classification of battery-powered electric vehicles will be regulated by the Minister of Construction.

This Decree takes effect from March 1st, 2027, and replaces current decrees on registration fees.

In reality, according to Decree 10/2022, battery-powered vehicles were subject to a 0% initial registration fee until 2025. After that, the fee will be 50% of that for gasoline or diesel vehicles with the same number of seats.

At the end of February 2025, the Government agreed to extend the 0% registration fee rate until the end of February 2027. Thus, the maximum preferential registration fee rate will be extended by more than 3 years compared to the current regulations.

At the moment, this fee stand at 10% of the automobile value, and 2% for motorbike, so it's would be a massive selling point for EV manafactuter. And yes, this doesn't apply only for Vinfast, there're other EV brand in Vietnam from China and the US.

Gold price nosed dive as int-domestic gap narrow down to $200 an oz

Gold prices fell by more than 7 million VND per tael today, dropping below 144 million VND by this afternoon, with a difference of only 7.5 million VND compared to the world price.

Entering the afternoon session on June 8th, domestic gold prices fell sharply across the board. At 3:30 PM on June 8th, Saigon Jewelry Company (SJC) adjusted its listed price list for the fourth time, bringing the buying price down to 138.8 million VND, 7.4 million VND lower than the beginning of the day, and the selling price down by 6.4 million VND. The buy-sell spread widened to 5 million VND per tael.

Thus, the price of gold bars is currently 25% lower than the peak of 191 million VND per tael set in early March. Simultaneously, the gains from the beginning of the year have been wiped out, with domestic gold prices now 9 million VND per tael lower than at the start of the year.

Domestic gold prices have fallen sharply and unexpectedly, outpacing international trends. The spot price of gold globally has dropped by $40 per ounce in the past 24 hours, to $4,285 per ounce. Based on the Vietcombank selling exchange rate, the domestic gold price is now only about 7.5 million VND per tael higher than the world price (excluding taxes and fees).

This is a massive drop considering by Feb it was around 190mill/tael. a Tael is about 20% heavier than one gold Oz

New criminal law drafts proposed by MOPS massively reduce capital punishment in VN, including removal of drugs related crime from.

Article: The Ministry of Public Security proposed abolishing the death penalty for 8 out of 10 crimes that still carry this penalty, but the Supreme People's Procuratorate believes only 5 should be abolished.

According to the proposal, the death penalty would only be maintained for crimes of a "serious nature," infringing upon particularly important objects, and causing particularly severe consequences, namely murder and rape of persons under 16 years of age.

This content was stated by the Ministry of Public Security in the policy dossier of the revised Criminal Code project, on May 12th, following the first round of consultations in April.

However, during the consultation and polling process, many relevant agencies suggested that a more cautious and thorough assessment is needed to avoid a "mechanical" reduction.

The Supreme People's Procuratorate proposed considering retaining the death penalty for three more particularly dangerous crimes: Treason (Article 108), Illegal production of narcotics (Article 248), and Illegal trafficking of narcotics (Article 251), especially in cases involving organized crime, transnational crimes, or exceptionally large quantities of narcotics. This would remove only five crimes.

The Ministry of Public Security, as the lead agency in drafting the law, has accepted these opinions and affirmed that it will study and review the crimes before finalizing which ones will retain the death penalty. Any changes will be carefully considered to balance the need for humanization with the protection of social order, safety, and national security.

Currently, the 10 crimes subject to the death penalty (from July 1, 2025) include: Treason (Article 108); Rioting (Article 112); Terrorism against the people's government (Article 113); Murder (Article 123); Rape of a person under 16 years of age (Article 142); Illegally producing narcotic drugs (Article 248); Illegally trafficking in narcotic drugs (Article 251); Terrorism (Article 299); Crimes against humanity (Article 422) and War crimes (Article 423).

This is a big shift from anti-drugs mentality.

20 millions Viet are facing overweight and obesity.

Article: At an event commemorating World Obesity Awareness Day on March 4th, Associate Professor Dr. Tran Quang Nam, Head of the Endocrinology Department at the University Medical Center of Ho Chi Minh City, stated that obesity has been recognized as a complex chronic disease, not simply an aesthetic or lifestyle issue.

In Vietnam, the rate of people living with overweight or obesity is currently 19.5%, equivalent to 20 million people. This rate is still low compared to many countries, but the rate of increase is very rapid, accompanied by a trend of younger people becoming obese. According to the National Institute of Nutrition, the rate of overweight and obesity among school-aged children has doubled, from 8.5% in 2010 to 19% in 2020. In particular, the obesity rate among adolescents in Ho Chi Minh City has exceeded 50% and in Hanoi it is over 41%.

According to the World Obesity Atlas 2023 report, without early intervention, obesity could cause an economic burden of up to US$16.28 billion in Vietnam by 2035, accounting for approximately 2% of GDP. Globally, it is projected that by 2035, the proportion of overweight and obese people will account for about 50% of the world's population.

Besides a busy lifestyle, patients also face significant psychological pressure. According to MSc. Dr. Pham Thi Minh Chau, Department of Psychiatry, University of Medicine and Pharmacy, Ho Chi Minh City, obese patients have twice the risk of depression compared to those with normal weight. The Action Vietnam study shows that 79% of obese people experience difficulties in jobs requiring a certain appearance, 62% tend to be teased, and 54% are stereotyped as lazy. As a result, patients often tend to hide their condition, feel insecure, and spend 2-5 years struggling with incorrect weight loss methods before seeking medical help. Misconceptions such as "chubby children are healthier" or believing in unproven weight-loss methods found online are inadvertently contributing to obesity.

I'm not debating the data they saying, but I'm not sure what class as obesity and being overweight in VN, because 1 in 5 having that is a massive numbers and can be seen on the streets. Anyone want to chime in?

HCMC Police received 33 deportees from the US
