Help looking to put a hack onto an existing game:) (hacking FireRed)

I have a hack that I have pre downloaded for Pokemon FireRed, I'm a lil dumb when it comes to this stuff so it might be super easy and I'm just over looking it, I know how to use romhacks that are pre built/how to use GameShark codes and such, but modding it myself on my phone is definitely new, thank you again all for any help, feel free to dm me for any specifics

What do I even consider this?

Just pulled this out of an ETB, is this considered an error? It wasn't resealed and the shop is well trusted, it seemed like it was stuck in the seal part of the pack, I'd appreciate any feedback!
