₹15,000 electricity bill after smart meter replacement + now my house has no power while neighbors do. Need advice.

I'm from Maharashtra and need some advice regarding a very strange electricity issue.
A few weeks ago, our electricity meter was replaced with a new smart meter after we raised concerns about incorrect billing. Instead of improving things, our latest bill came to around ₹15,000–₹16,000, which is far higher than our normal monthly bills.
To make things worse, today only our house has no electricity, while all of our neighbors have power. When I tried to register a complaint, I was told I couldn't because the ₹16k bill is unpaid.
Here's what I've checked so far:
The smart meter display is ON.
It shows around 226V, so power is reaching the meter.
The meter always shows 0.000 kW even when I turn on lights and switches.
The house has no electricity at all.
My inverter also isn't charging its batteries, but I'm not sure if that's because of this issue or if the inverter has failed.
