Let's start by saying one thing: Dragon Tatsumi is NOT the strongest version of Tatsumi. In fact, his strongest version is the one in the picture, the third version of Incursio (4th image, the one with the wings)

This is because it is the form that has the best strength/stability ratio that Tatsumi possesses. In fact, the dragon version, although probably physically more powerful, remains extremely weak. This is because aside from brute strength, it is clearly inferior to the third version in everything: reaction times, experience, speed, and battle IQ, all things that after transforming into a dragon have decreased monstrously. In fact, just fighting in a body completely different from your original body is already extremely difficult (all the training done as a human fighter becomes useless), but doing it while also suffering enormously (we are explicitly told that even just using the second version of Incursio, Tatsumi experienced enormous pain, let alone once he became a dragon) and mentally fighting with Tyrant to maintain control of your body is practically impossible (hence his reduced speed / reaction times which allowed Esdeath to defeat him easily).

Tatsumi, with the second version of Incursio, had managed, albeit with difficulty, to fight on equal terms with a fully serious Esdeath (she had learned from her mistake at her own expense and had decided to want to personally kill Tatsumi), demonstrating to be strong enough to push Esdeath to fight seriously but not enough to be able to defeat her (I think the difference was Esdeath's teigu, which allowed her to attack Tatsumi with ranged attacks, her slightly higher speed, and her greater experience).

3. Tatsumi with the second version of Incursio was clearly inferior to Tatsumi with the third version of Incursio in every respect; in fact, not only had his speed increased, not only had his regenerative ability also increased (the heigu dealt him a hole in the stomach and it regenerated in a few seconds), but his brute strength had practically tripled (a punch from Tatsumi with the second version of Incursio had not even managed to move the enhanced heigu with alchima by a centimeter, so much so that the emperor considered him on par with an insect, whereas a punch from Tatsumi with the third version of Incursio not only managed to move the definitive heigu but also forced the emperor to block it with both arms).

Now, based on this data, do you really believe that Esdeath / Akame would have managed to defeat Tatsumi with the third version of Incursio?

Personally, I don't believe it; in fact, at that point Esdeath would have had to face an opponent who not only had speed equal to hers (I repeat, Tatsumi with the second version was probably slower than Esdeath, but he was still able to compete with her, now given that Tatsumi with the second version of Incursio was certainly slower than Tatsumi with the third version, I consider it extremely likely that they were at least on par, in fact Tatsumi was probably faster), not only did he possess brute strength far greater than hers (if a punch from Tatsumi with the second version caused her that much damage, a punch from Tatsumi with the third version would surely have killed her) but he also had regenerative abilities so high that they allowed him to heal from mortal blows in a few seconds, he was immune to her time-stopping ability and even able to fly.

As for Akame, the situation is perhaps even worse. In fact, Akame had both a slightly higher speed than Esdeath and also possessed Murasame, meaning a guaranteed death cut, but unfortunately for her, she had no way to attack Esdeath from a distance (so if Tatsumi started flying, she was doomed). However, at that point, Tatsumi had not yet fully fused with Tyrant, so to kill him, Akame would first have had to destroy the Incursio armor and then strike him, something she could only do by repeatedly hitting the same spot on Tatsumi. The problem was that Tatsumi could not only fly, but also had strength capable of killing her with a single blow.

So Akame would not only have had to find a way to repeatedly strike Tatsumi without even being grazed once, but she would also have had to find a way to stop him from flying and defeat him quickly (let's remember that the effect of Murasame's trump card lasts only a short time and that Without it, she would surely have died).
