Citizen of the citadel, while I know i promised a multi-person ruling, the formation of one must be put on held until the grimm troupe is gone, for the forming of one could easily be interfered with, and put targets on people's backs, as the grimm troupe likely already has an aim for me as target.
Until then, all living gaurds and soldiers of the citadel should be advised to acquire magma bells and be wary of any and all masks. Even if a mask is not part of the dream realm, a subject should be inspected for wearing one, such it be a grimm mask under disguise as regular mask.
