Just left a customer’s property. They were wanting me to give them a price building this back up the backstory is the county is building a courthouse behind his property and when it rains, his property floods, what are suggestions on Ways this could be repaired. The county told him they have rerouted the dirt where when it rains the off of the back of the courthouse property and not into his property

What’s the proper way to handle the space between the house and driveway/sidewalk? Should I keep the dirt level with the sidewalk and driveway and add fabric and rock on top of it?
