I thought it would be the same as in the original game, but once I unlocked all the characters, the fan remained locked.

By doing foxy fighters infinite I can get 600-900 tickets on average per run which should take below or equal to 10 minutes.

if you have played foxy fighters infinite you know the part where there is a big swarm of enemies where most people [myself included] then die

by using the spreadshot attack during this part and staying at the bottom and dodging projectiles and other power ups you can last way longer and can get 600-900 tickets per run

at the start of the run it is pretty easy, [you can use any powerup just make sure you have spreadshot before the swarm] when the swarm starts stay at the bottom and stay there. most but not all projectiles will not hit you, so you have to closely look at your plane and dodge incoming projectiles and powerups, it is a bit difficult at the start but you will learn it eventually

How do I do it? I've beaten Security 3 times (easy mode), and deskman refuses to give me the right dialog, and Fredbear won't spawn, what do I do?
