







































My friend just installed GTAV Legacy after a long time of not playing it, he keeps getting stuck on this screen, we tried a few fixes from chat gpt and google but nothing seems to work. He has pretty good internet and a stable connection that can run and load other big games no problem. If anyone has had a similar problem some advice would be greatly appreciated
DISCLAIMER: I’m fully aware that the rear wheel/wheelbase positioning on this model isn’t 100% accurate. I did not create this vehicle model—I’m simply using what’s currently available. Accurate models of this particular truck are extremely scarce. If the wheel positioning bothers you that much, I encourage you to find a better model and share it with the community, or download this one and go through the tedious process of correcting the model yourself. Comments that complain about the wheelbase or model inaccuracies will simply be removed, and you will be blocked.
I am trying to play GTA V on my PC, and whenever I launch the game through steam, Rockstar launcher says 'Loading' and Steam says 'Stop' as if it's running. However, it isn't running and no game window is opening. I have already tried uninstalling and reinstalling, as well as verifying game files. Nothing seems to be working. Anyone know how to help?

My PC:
The problem:
GTA V is actually playable on this PC. At 1280×720 I can get around 30–35 FPS depending on the scene. However, the game has a very noticeable stutter roughly every 2 seconds.
This is not simply low FPS. If I could maintain a consistent 30 FPS without the periodic frametime spikes, I would be completely fine playing at 30 FPS.
The stutters happen regardless of the graphics settings. I've tried very low settings, higher settings, different resolutions and different FPS limits, but the periodic stuttering remains.
I have spent a lot of time trying to determine whether this is a Windows, driver, hardware or power-management issue.
Windows versions:
The problem persists across all of them.
Intel graphics drivers:
I have tried different Intel HD Graphics 620 driver versions, including the driver recommended for my HP model. Changing the graphics driver does not fix the stuttering.
I also completely reinstalled the graphics driver, but the problem remained.
Power/performance settings:

I also tried disabling different devices to see whether one of them was causing DPC/interrupt latency problems, including:
None of this eliminated the GTA V stuttering.
I also changed the SATA AHCI driver to the driver recommended specifically for my HP model. The stutters remained.
Temperatures are stable and not excessively high:
CPU and GPU are not constantly at 90–100% usage.
I also have plenty of available RAM. Windows starts with only around 700 MB of RAM in use, and I have only around 38 processes running after startup.
I will include screenshots of my processes, RAM usage, CPU/GPU usage and LatencyMon results.
LatencyMon does report DPC activity involving drivers such as:
dxgkrnl.sysstorport.sysiaStorAC.sysndis.sysWdf01000.sysHowever, I have not found a single driver that consistently explains the stuttering, and disabling the related devices/drivers did not solve the problem.
This problem only happens in GTA V.
For example, I can play Mortal Kombat 9 at 1280×720 with all graphics settings at maximum at a stable 60 FPS, with no periodic stuttering.
This is why I'm having trouble believing that the problem is simply that my i3-7100U and HD 620 are too weak.
GTA V obviously pushes the hardware much harder, and I understand that this is a low-end system. I'm not expecting high FPS.
I would be completely happy with a stable 30 FPS at 720p.
The problem is specifically the recurring hitch every ~2 seconds.
I have also tried different GTA V graphics configurations, but the behavior remains.
At this point I'm wondering if this could be related specifically to GTA V's world/resource streaming, frametime behavior, storage streaming, gameconfig, or something else inside the game engine.
What could cause GTA V to produce a stutter at such a regular ~2-second interval when:
I'm specifically looking for someone who has experienced this exact type of periodic GTA V stutter, rather than general advice to lower the graphics settings.
Any ideas would be greatly appreciated. I just want to get GTA V running at a consistent 30 FPS without the recurring stutters.

I am trying to figure out what DLSS mode and preset to use for GTA V.
My specs are:
i9-12900KF
RTX 5070 Ti
32 GB DDR5 RAM
I’m not sure what DLSS preset that I should use. Quality gives me more FPS in other games, but not on GTA V. It does feel smooth sometimes, but moving the camera around feels like it causes my game to stutter.
I tried using DLAA, but when I drive, the shadows for my car feel so off in some areas because they tend to flicker. I used to play on Preset K, but it causes that ghosting effect when I drive.
What are your guys’ recommendations?
**Title:** Rockstar Games Launcher FFFF7001 — failed to initialize even after CLEAN Windows 11 install. Has anyone actually fixed this exact error?
Hi. I desperately need help with a very specific Rockstar Games Launcher problem.
Every time I start Rockstar Games Launcher, it immediately says:
**“Rockstar Games Launcher failed to initialize.”**
**Error code: FFFF7001**
The launcher fails by itself — this is NOT a GTA V, Epic Games or RAGE MP issue. I tested the Rockstar Launcher separately on a completely clean Windows installation and it still gives the same error.
**PC specs:**
Intel Core i5-11400F
NVIDIA RTX 3060 12 GB
16 GB RAM
ASRock B560M Pro4
Windows 11 Home 25H2, fully updated
Clean Windows installation from official Microsoft installation media

Nothing changes. **FFFF7001 every time.**
Another strange detail:
C:\\Program Files\\Rockstar Games\\Launcher\\Redistributables
exists, but I do NOT get a Social Club installer there like some other users do.
Also, most of the fixes I found online involve the Launcher asking for UAC permissions and then showing a separate Rockstar Games SDK permission prompt. **Mine normally fails before reaching that stage.** On a fresh Windows user I managed to get one UAC prompt, but after accepting it, the launcher still failed with FFFF7001.
I am specifically looking for someone who has experienced **error FFFF7001** or an almost identical case where the Launcher itself would not initialize even after a clean Windows installation.
**Please don’t suggest reinstalling Windows, reinstalling the Launcher, verifying GTA, DNS/Winsock, Visual C++, running as administrator, or disabling antivirus — I have already done all of those.**

Every object has several versions of itself. Up close: full model, sharp textures. Step back and the game swaps in a cheaper copy - fewer polygons, no small props. Far enough away, a building is just a box. Most games use 3 to 5 levels. GTA V stacks even more, fusing whole blocks into one mesh for the helicopter view. When it works you never notice. When it breaks you get pop-in.

I just filled one of my large warehouses for the first time yesterday and did the sale in an invite-only session and got the 3 brickade trucks. I finished all drop offs and when I got the last truck to the final spot, the other two were there, but I never got the mission completed screen, and did not receive the 2.2 million payout. One of the brickade trucks was still there (the last one I delivered), but I couldn't get in. I also noticed that the timer was still running, so I waited it out, but it disappeared at the 0:45 mark.
Has anyone else heard anything about this? I saw a few posts related, but I never got a message about sale completed or failed. The warehouse was also empty. I submitted a ticket with screenshots to R* but they replied that they couldn't verify that a sale was made.

Tried returning to GTA Online only to find my account permanently banned. I went to Rockstar Support to appeal, but the form won't let me submit without a Case ID in this exact format: ########-####-####-####-############.
I checked my emails from Rockstar and can't find anything matching that layout.

I recently reset my entire computer and, unfortunately, lost all of my previous files and settings. Before the reset, I was using the Rockstar Games Launcher to run GTA V, while keeping Steam open because certain RP servers required Steam to be running. GTA V itself was not installed through Steam at the time.
After resetting my computer, I have reinstalled GTA V through Steam and am now launching it through Steam instead of directly through the Rockstar Games Launcher.
I would like to make sure that my GTA V RP character and all of my progress are safe and will not be affected by this change. Could you please let me know if there is anything I need to do to ensure that my character, progress, and account information remain linked correctly?
