Classmate being followed and repeatedly harassed on call

A female classmate has been receiving repeated calls from some boys for the past 2–3 days, using multiple numbers. Around two days ago, they were on campus and followed her while she was going home.
She told a teacher today, but was advised to ignore it. One of our male friends called them and asked them to stop, but they kept abusing him. Now they have started calling her again and asking her to tell him to pick up. They have been calling using multiple different numbers.
She has blocked the numbers and is filing a cybercrime complaint. What should we do next, especially regarding them following her home? Any advice from people in Jabalpur would be appreciated.
