JEA customers have pushed a petition for lower utility rates past 10,000 signatures after residents reported unexpectedly high bills. The complaints began before Oct. 1 adjustments that JEA says cover operating costs, infrastructure and other obligations, so the changes do not explain every increase. The utility urges customers to ask about unusual charges and offers payment arrangements, extensions and efficiency assessments. The petition organizer plans to take the campaign to JEA's Oct. 27 board meeting.
