The character for bad fortune is xiōng. If you flip the paper over, it turns into the normal Chinese character qū, which just means district or area.
The internet joke comes from them sharing the exact same pronunciation as the word for maggot.
This maggot slang is mostly used for silly internet jokes, not a serious vicious insult.
