Turbine wont work

Can't figure out why my steam turbine won't complete
(blocks broken just to show insides)
There are no light sources inside
it is a 17x17 base with a height including base of 18
even tried with a smaller turbine rotor tower
3rd/4th images is a 5x9 turbine with the exact same faces and blocks
i am at my wits end trying to figure out why the big one won't form

Is it possible to config the digiminer to not let it mine certain ores or make it take longer to mine certain ores?
Trying to balance it for a server im helping run and allot of controversy on the digiminer has been brought up on it.
Would something like this be possible?

Splitting chemicals evenly
I have set up 5x ore processing but it's so painfully slow even with max speed upgrades. I wanted to have 5 chemical crystallisers but no matter what I did the ore slurry would never split evenly. Is there a way to do this within mekanism?

Question about radioactive waste barrels
I know this is probably very dumb question but I’m playing liminal industries and found some radioactive waste barrels. I was wondering why they made radiation when I break them even though they’re empty.
