Hi! Random question from anyone with more insight - why aren’t the smaller conferences trying backrow attacking out?

I live in an area where the MAC conference is and they don’t even try it. I recognize smaller conferences have shorter girls however, there are players with women that are 6 feet and up. Why are only the bigger schools such as Nebraska, Texas, etc. using this method as an option during their plays?

Question for someone smarter than me. So, this night of games could potentially have Nebraska vs Penn state finals and there just isn’t rules around conference teams playing eachother? I just always assumed there was a rule
