Is there ANY extension on NYS DMVs number to talk to a human???

Is it possible for me to find out the VIN number of a car if I have the license plate that was attached to it? The license plate sat on the car about 40 years ago.

I have a REAL ID, passport, military ID, and tax forms from 2025. I think I accidentally put my birth certificate and SSN in storage with my other stuff, but it's in another state and I have to dig through it

I want to register to vote and request an absantee ballot bc i'll be out of state throughout the election, and these two weeks are my only weeks to do it
