I’m at the Tijuana River Estuary in San Diego with Leon Benham of Citizens for Coastal Conservancy (@citizens4cc), standing beside an environmental disaster California politicians have allowed to fester for decades.
Raw sewage and pollution have flowed across the border from Mexico into one of California’s most sensitive coastal habitats since the 1930s. Officials may claim the problem is improving, but diverting pollution offshore doesn’t make it disappear—and neither does playing political hot potato with responsibility.
Meanwhile, Sacramento’s one-party Democratic leadership refuses to declare a state of emergency while agencies and politicians fight over jurisdiction. Apparently, protecting our beaches, wetlands, communities, and taxpayer dollars comes second to protecting political turf.
@stevehiltonx and I agree: California should immediately declare a State of Emergency to unlock additional resources, accelerate federal coordination, and respond to this ongoing public health and environmental crisis.
As your California State Controller, I will conduct comprehensive audits of every state dollar allocated to Tijuana River pollution mitigation to ensure fiscal accountability, identify waste and inefficiencies, and provide Californians with complete transparency into how their tax dollars are being spent.
Californians deserve leaders who stop making excuses and start delivering results. It’s time to protect our communities, our environment, and our taxpayer dollars.

Well, guess what they get in the budget?
- They get $5 million
- I decided to go back and look into What's happened over the last few years? CHIRLA has gotten $40 million in your taxpayer funds to lobby the government.
- They've also somehow were a voting center
— So now we're We see in your budget that California is giving $5 million to a nonprofit organization to lobby the government to then push bills forward that protect them. They then get other people elected who then come back here and give them more money.
That is why they needed to raise your taxes in the middle of the night”

The funding is real and comes from state budgets under Governor Gavin Newsom
- $35 million to CHIRLA in 2023–2024 alone as part of broader anti-deportation and immigrant support funding
- Total state funding to similar groups reached $73.6 million in that period, with CHIRLA as a major recipient
- CHIRLA organizes protests and also was involved in migrant resettlements into America
- Additional funding has been given many times
