Only 9 sou dora indicator, declared riichi and had yakuman chance for another 9 sou, I can't figure out what the yakuman was. I mean, it would have been a counted yakuman, but from what?

How does Riichi City handle a game that end in a draw but still has riichi sticks on the table? Do they go to the winner or the person who dealt them? I can see from the total of all player scores that they get distributed but I can't see exactly how.
