My records at other bosses:

• Misuzu: Lv. 3 Kyoko (video footage)
• Yamada: Lv. 7 Kyoko (video footage)
• Hibari: Lv. 12-13 Kyoko (started at Lv. 12 but leveled up due to the XP from the boss' grunts) (video footage)
• NOIZE: Lv. 17 Kyoko (video footage)

In all of these footages, I was always at base stats. I avoided consuming healing items just so their first-time consumption bonuses wouldn't boost my stats. I also didn't purchase moves from the dojo.

Turns out there is a Party Room at the top if you revisit Sanwakai Tower in Loiter mode after beating River City Girls 2. It features a lot (but not all) of the NPCs you had met during your adventure.

There is no special condition for this room to become accessible; it's enough to just beat the main story. But I could find little previous footage of this place on YouTube, probably because it isn't associated with any achievement and it requires conscious effort to open the game, select Loiter mode, and go through Sanwakai Tower again. (This video by NotSoBrightGamer around the 2:20 mark is an exception though: https://www.youtube.com/watch?v=aHBd8_OT1Zw )

There are disco lights with colorful confetti on both sides, and cheering can be occasionally heard.

Nevertheless, I believe this room is an awesome easter egg from the devs at WayForward! It could even change how the ending of RCG2 should be interpreted canonically. >!Maybe the protags received an invitation to Sanwakai Tower for this party after playing video games at home, and RCG3 could pick up from that.!<

My couple other observations:

• Mibobo and Jack show up, but Abobo doesn't. Odd...
• This marks the only other appearance of Ms. Megumi in the whole game except at the classroom in the beginning.
• Tsuiko (or her hologram) is the only former emblem holder to show up in this party.
• Thumby and Kuniko; and Kozuki and Enoki are face-to-face with each other (and maybe Hiroshi and Kaori could also count?) as if they are flirting with each other. Especially Thumby & Kuniko, and Kozuki & Enoki could both be pairs that have opposite but complementary personalities. Examples: Thumby is a natural at manual labor but Kuniko hates it, so she could rely on Thumby for that. Or Kozuki is super extroverted and confident but Enoki is timid.

It would be hilarious if they made it like Goro Majima in Yakuza Kiwami, who literally showed up to fight Kiryu as a pseudo-random encounter at every possible turn and finally had the ultimate duel once all encounter battles were done (which is also my inspiration for the second pic in my post lol).

Given how Majima is equally obsessed with Kiryu, a similar mechanic and story could totally be adapted for a future River City Girls game, where Hasebe or Mami (depending on whether the player picked Misako or Kyoko) would randomly show up for a fight while passing by certain spots or after defeating a mob of regular enemies. It would also be an incredibly hilarious and fun way to make up for >!their minimal appearance in RCG2!<
