SHS Student Council, what are you doing?

A call for accountability regarding the SHS Student Council

I want to raise some concerns about the SHS Student Council. I am not posting this to attack individual council members, and I understand that mistakes are inevitable in any student organization. However, at this point, there have been enough recurring issues that I think it is reasonable for students to ask for accountability and clearer systems.

I am also intentionally leaving out names because I believe the issue should be about the council's decisions and processes as a body. Hold yourself accountable as well, leaders and PICs.

1. Genesis and Teal Takeoffs

Genesis was supposed to introduce students to organizations and committees, yet many students were reportedly confused about what exactly they were being introduced to and what they were signing up for. This is particularly concerning in SHS because there are many new students who are unfamiliar with how the school's organizations and student government work.

The same confusion carried over into Teal Takeoffs, particularly regarding the distinction between SUSG committees and SHS Council committees. Genesis had taken place only about a week earlier, so students had just been exposed to the SUSG system. It should have been foreseeable that students would confuse the two if the distinction wasn't made sufficiently clear.

Regarding the SUSG system, the SHS Council should have also catered to new students by providing, at least, a post explaining what those were, what the SUSG was, and other information that would be necessary in maintaining an active student body. The SHS Council is now facilitating an environment full of student apathy, and they must be held accountable for this.

Teal Takeoffs itself also raises questions about planning and evaluation. The event apparently had success indicators, but these were not actually tracked or measured. Attendance was reportedly assessed based on what the council "felt," rather than through a defined metric. If an event has no measurable criteria for success, how can the council objectively determine whether it succeeded?

There were also issues with the concessionaires, and turnout appeared generally low. Information dissemination also seemed insufficient. One Facebook post should not necessarily be considered adequate communication for an event intended to reach the entire SHS population. Students use different platforms and have different levels of engagement with school pages, so broader dissemination should have been considered.

2. Council Fee

The initial Council Fee proposal raised concerns about financial transparency. The proposed fee was not sufficiently itemized, and students were initially expected to contribute toward the previous council's outstanding debt. I understand that this may have been proposed in good faith, but it should have been the council's responsibility to explore every reasonable option to resolve that previous obligation without transferring it to the current student body.

The fact that the debt issue was eventually changed after students raised objections also makes it reasonable to ask why that option wasn't pursued from the beginning.

There are also concerns about how the funds were allocated among strands. For example, STEAM reportedly receives ₱16,000 while serving more than 25 sections, while ABM receives the same amount despite having only around four sections. HUMAD raises a similar question.

This isn't necessarily an argument that funding must be perfectly proportional to enrollment. Different strands can have different needs, and funding does not automatically determine whether an event is effective. However, when the populations being served differ so substantially, equal allocations should at least be justified. A larger student population also means greater potential for larger events and more opportunities to serve students. The council should have considered whether the allocation system was actually equitable and whether larger strands had sufficient opportunity to request additional funding.

There was also an important connection between the Council Fee and the Acquaintance Party: students were told that those who did not pay the fee would not be allowed to attend. That policy created a responsibility to ensure that payment verification and entry enforcement were actually capable of supporting the rule.

3. Acquaintance Party

The buildup to the Acquaintance Party was confusing. Deadlines and requirements were repeatedly extended or changed, and there seemed to be difficulty establishing a firm deadline and consistently enforcing it with class representatives.

I understand that students have difficult schedules, but constantly extending deadlines can create more problems rather than solve them. If a deadline is necessary, it should be clearly communicated and enforced consistently.

More seriously, there were problems during payment verification. Numerous students were reportedly marked as unpaid despite having already paid and having proof of payment. Some were allowed entry while others were not, and it was unclear what procedure was being followed to resolve these cases.

Then there was the issue with the actual entry window.

Attendance checking officially stopped at 5:45 PM, while the gates apparently remained open until 6:00 PM. If only Council Fee payers were supposed to attend, this creates a significant 15-minute gap in which students could potentially enter after verification had stopped.

This seems like a particularly avoidable oversight. If the policy was "only students who paid the Council Fee may attend," then the verification system should have remained operational until entry actually closed. There were numerous council members, as well as the Secretariat Committee, so it is reasonable to ask who was responsible for ensuring that this requirement was enforced until the end of the entry period.

There were also power interruptions during the event. That may not have been the council's fault, but students should still have been informed about the situation and what to expect. Not every student regularly checks NGCP or NORECO updates.

4. Merit Points

Merit Points were introduced around a month ago, yet there still appears to be no sufficiently clear official explanation of what they are, how they work, or what students are expected to do with them.

Students who were already aware of the system, including class representatives, have had to disseminate information themselves. That should not be necessary for something that potentially affects students across SHS.

At the very least, there should be an official announcement explaining the rules, guidelines, minimum threshold, how points are earned, and how they will be enforced. Students cannot reasonably be expected to meet requirements that have not been clearly communicated.

None of this information has been properly disseminated or clearly communicated to us by the council. We keep hearing about Merit Points, but many students still do not even know what Merit Points actually are. We have had to self-educate ourselves because of that oversight, and that says something about the current council's approach to communication.

5. SHS Open House

Vague information regarding the SHS Open House was disseminated to class representatives around a month ago. At that point, students still had considerably more time available: organizations were not yet as busy, Hibalag preparations had not fully taken over, and the current period of PTs and QAs had not yet become as demanding.

So why were the details and requirements not disseminated to students during that period?

Instead, students were given only around three days to think about the Open House and formulate a proposal. This is happening during Grade 11 PT Week, while Hibalag season is already underway and many students and organizations are already stretched thin.

This was foreseeable.

If the council knew about the opportunity and its requirements a month in advance, students should have been informed well before a closed week filled with PTs, QAs, and Hibalag preparations. Giving students an opportunity is not particularly useful if they are given so little time to meaningfully participate in it.

This also brings us back to Merit Points. We are still waiting for clear information about the system. How many times are students going to be told that an explanation is coming before it actually comes? If Merit Points are important enough to be repeatedly mentioned, why has there still been so little urgency in formally explaining them?

6. Tabo Event

There is not as much to say about the Tabo event, but communication could still have been considerably better.

Information needed to be disseminated earlier and more clearly, and not all of the relevant details were immediately apparent. This is especially important because there are many new SHS students who may not even know where AH is.

When an event is intended for the SHS population, the assumption cannot always be that everyone already knows the locations, terminology, or procedures being referenced. New students need to be considered when information is prepared and disseminated.

So what is the actual issue?

Any one of these could be dismissed as an ordinary mistake. Taken together, however, they suggest a recurring problem with planning, communication, measurement, enforcement, and transparency.

The council doesn't have to be perfect. No student organization will be. But "we're students too" and "we're having QAs too" cannot become an excuse for repeatedly leaving preventable problems unresolved. Being students is precisely why there should be systems in place to catch mistakes before they affect hundreds of other students.

Criticism isn't inherently hostility toward the council. If anything, a student council should be accountable to the students it represents.

We should be able to expect better, not because the council should never make mistakes, but because repeated mistakes should eventually result in better systems. Previous councils may have made similar mistakes in the past, but that should be a reason to learn from them, not a reason to repeat them.

Still, thank you for your hard work, SHS Council. Please do not let us down.

Then the people nga imong gi-share-an sa imong stories, sila pa gyud imong hisgutan sa lain group. So honestly, who are your real friends? And please don’t assume nga everyone who calls you out is jealous or insecure. Not everyone is against you because they’re threatened by you. Sometimes people are just genuinely tired of the same behavior, inconsistent stories, and the way you treat people. If gusto gyud ka mahimong known, then be ready pud nga dili tanan nga mahibaw-an sa people about you kay good things. You can’t control what people think when they have their own experiences and things they’ve seen and heard. It’s so easy to act sweet, buotan, and innocent when people are watching. What really matters is who you are when wala kay audience, wala kay need i-impress, and wala kay image nga i-maintain. Dili ni because I want to ruin you, but if gusto gyud ka mailhan sa mga tao, then be ready nga mailhan ka beyond the image you keep showing. Maybe it’s time nga dili pirmi ang uban imong tudloan sa ilang mistakes, and maybe look at yourself and your own actions pud. If layhan mo makabalo sa tinuod nga nahitabo, then ingnon na nako tanan diri.

The Incident May Be Fading From Public Attention, But It Shouldn’t Be Forgotten

I noticed that when the incident first happened, A.H. and his sister immediately deactivated their social media accounts. From what I understood, that was likely to avoid receiving messages, being tagged in posts, or having people comment about the incident on their profiles. I didn't really think much of it at the time.

Yesterday, though, I noticed that A.H. had reactivated his account, while his sister's account is still deactivated. Obviously, I can't say for certain why he decided to come back. Maybe he simply feels that the situation has calmed down, or maybe he's ready to return to his normal life. But considering how much public attention there was initially, it's also a reminder of how quickly things can fade from people's attention once the immediate tension dies down.

And honestly, I hope people don't simply forget what happened because everyone has moved on to the next thing. I'm not saying A.H. should be permanently defined by one incident, but I do hope that he actually reflects on what happened, takes accountability, and genuinely changes. Moving forward with life should not mean pretending nothing happened.
