A Proposed 51st State of the United States

━━━━━━━━━━━━━━━━━━━━━━━━

PREAMBLE

━━━━━━━━━━━━━━━━━━━━━━━━

We propose the establishment of the State of Cascade, a new statehood initiative dedicated to regional representation, rural prosperity, responsible economic development, environmental stewardship, inclusive education, youth participation, and accountable government.

Cascade seeks to provide a distinct political and economic vision for Northern California while giving local communities a stronger voice in decisions affecting their future.

Our proposed state shall be founded upon democratic participation, individual rights, equal opportunity, local autonomy, and responsible government.

This document establishes the proposed principles and constitutional framework of Cascade. It does not establish an actual U.S. state or override existing law.

The national animal shall be the elk.

  1. NATIONAL COLORS

The national colors shall be red and gold.

  1. TERRITORY

The proposed territory shall consist of Northern California, extending approximately from the Hornbrook area in the north to the Downieville area in the south, with the Pacific coast to the west.

The existing California–Oregon and California–Nevada state borders shall remain unchanged.

The precise boundaries shall be established through a detailed territorial proposal.

  1. STATEHOOD OBJECTIVE

Cascade shall seek to become a state of the United States through the applicable constitutional process, including the required consent of California and approval by the United States Congress.

• AGE 14: Citizens may vote in proposed Cascade elections after completing an approved voting education course or demonstrating equivalent knowledge through independent study and an assessment.

• AGE 16: Citizens may vote in local elections, including town council elections, subject to applicable law.

• AGE 18: Citizens may vote in all applicable elections, including state and federal elections, subject to applicable law.

SECTION 3. VOTING EDUCATION
