downloaded classic skyblock java map
-have a decently sized patch of grass at y level 64
-under direct sunlight
-fixed the biome so now it within a plains biome (for some reason the map creator had it all in a frozen ocean so I had to use commands)
-no other passive mobs or even monsters can spawn or are around
-have stood more than 25 blocks away and afk for a while and get zero spawns.

-I am at a loss, I cannot get any passive mobs to spawn, I have checked all settings and they are allowed to spawn. Idk if I’m missing something or if the map creator has a super hidden code that won’t allow it to spawn. It’s litterally classic skyblock the most downloaded map for Java updates to the latest version.
Please HELP I WANT PASSIVE MOBS TO SPAWN
