Don’t know what a part is called, but need to replace it?

Help identifying this tool.

Being a sucker for any thing mechanical I picked this up at a local auction with some other bits. Thinking it was some sort of metal punch, cutter or notcher. After a little work got it working, to find that I believe it's missing a jaw/cutter/blade/punch. But with no identifying marks I don't know where to start looking for spares. Any help would be greatly appreciated. Thanks
