Can’t find much online about this. I understand the black piece to be a rain tensioning device. What is the best way and tool to use to loosen this kind of thing to be able to remove the back tire to swap the tube?

Hey all . Was goi g to use this to re-grease head tube bearings and such , was curious if it’s ok with carbon frame ? Thanks
