I was going about an ancient city I found in my forever hardcore world of three years when I stumbled across this.

So I just want to start a hardcore world, didn't put a seed and just joined but near the spawn was this massive ocean and found rare structure really close like 2 ocean monument in the same ocean but when I found a ship reck i found this treasure map it showed the buried treasure map written but the map was completed empty is this normal glitch or what is this?

Need some help deciding which item/s are rarer or harder to get for a data modified item for a scripted server I'm designing/writing and thought, "what better minecraft sub for rare things?"

So anyways, which do you guys think is rarer?
