Hyperdimension Neptunia U Action Unleashed do "Soft" Costumes increase damage or offer hidden benefits?

Online they say that costume break increases damage and has other hidden benefits, but does it work the same way if I take no damage at full hp and have the soft (already broken costume) equipped from the beginning?

I was digging more Kenji Kaneko soundtracks for a video and I happened to stumble on Spectral Force 3's today, but it also happens to be now 20 years old.

Any thoughts on this game?
