Why do people purposely drive slow by default?

Driving to work this morning, a car driving 80 on a 100 road. It's straight, wide, good condition etc. But for some odd reason drives at 80 and holds everyone up. Can't overtake as it's one lane and people coming from the opposite direction.

Then driving home, on an 80 road, someone doing the same thing but going 60. We then turn onto a new road that is 50, they drop to 40 and proceed to not go above 40. But don't slow down further for speed bumps lol. It really does confuse me.

I know it's a limit not a target. But when conditions are safe enough to do so e.g visibility, weather, road conditions, hazards, view ahead. Then I think you should be building up to the speed limit and helping the flow of traffic.

I mean it’s not that difficult

Truck nearly runs the red light taking out a few with the green light.
Proceeds to go straight from the wrong lane which is right turn only per arrows on road.
White focus then decided to turn right from the straight only lane that the truck should have been in nearly crashing into the truck.
Complete run of the mill afternoon!

CityLink Bus

Citylink bus driving 'young lad' style right up my arse, flashing for me to get out of the way (I was in a line of traffic doing about 80km/hr!). Overtakes into on coming cars, as in the pic, forcing me to brake to avoid being hit as he forced his way in. Oncoming cars had to take evasive action. He then passed out a couple more.

222-C-6025 through Abbeyleix at about 20:45 Friday evening (14/08).

I hope it was important wherever he was going!
