My monitor is being weird

So what happened before this was I was using Google watching some YouTube and then my screen had like bars appear on the side like multi different colored bars which was green yellow and purple and then the yellow turned into a yellowy orange and covered the rest of the screen except for the sides and now it's blinking with horizontal lines how do I fix that because I have tried myself I have unplugged and replaced in the DisplayPort cable I have switched where it's plugged in and for some reason it's still doing that sort of thing when I don't move any window or anything on the screen the lines don't blink but as soon as I move anything like where an app is placed zoom in or zoom out or anything like that the line start to blink I would like to learn how to fix the problem because I don't want to be playing games and it looking like it's CRT monitor. The monitor is a Samsung LC32G5xT and my GPU is a Nvidia GeForce RTX 3080

serious question!!! Is setting the fans like this bad?

This might sound like i have profound mental degradation but...
Uh i really want to use the noctua fan somehow but its too big for any correct installation. Its held by nothing... but it doesnt slip, its pretty snug there. Its held by my fan hub. Ummm now can this ruin temps or cause any hardware issues? I made sure no cables touch the mobo.

monitors getting capped when all displays connected

a little excessive i know but im using a asus PG32UCDMZ 4k 240hz display as my main monitor and i have two cheap 1080p 60hz displays on each side and another cheap 60hz ultra wide above, it is 2560x1080. so the problem starts when i have all 4 displays connected my main monitor gets capped to 120hz but can still do 4k, when i disconnect any other display the main monitor then allows 240hz again. ive tried windows display settings and it does not let me go above 120hz. for more information im using the included display port cable that was with the asus monitor which i using display port 1.4 and my graphics card is a 7900xtx. been at this for months so any help or comments to try and fix it would be much appreciated thanks
