Some have said Insolon, some have said Kismet. So heres my take.

Kismet wears a lighter gray then the enemy shown in the preview, not to mention they wear gray shirt and pants, they don't wear mismatched clothes either (i think).

Insolon wears all black along with PVS-31s, Insolon VIPs wear civ clothes with a black vest with the Insolon insignia on the back.

The enemy from the dev preview fits neither of these descriptions, but they do fit the description of "merc1", which when spawned are seen with mismatched military/civ clothes and also black gear.
