Genuine Question

So, I'm a teenage girl who's of Asian descent. And I was genuinely wondering if black people could be racist? There's this girl in my grade who's of African descent and is extremely rude/racist towards my other Asian friend and me. She's completely nice and kind to my white friends, but when it comes to me and my friend, she makes sly comments. My friend and I have asked her to stop multiple times, but she doesn't listen. She makes fun of our skin tone, our eyes, our food, etc. She even told my friend that she needs to go back to her own country, which is ironic as she isn't even an American citizen, while my friend is. She discredits any achievements (academically) that me and my friend acheive and says that it's "in our genes". She makes comments about my friend and me looking identical and being able to speak "our" languages to each other. My friend is Chinese; I'm Korean. We don't speak the same language. I do not speak Korean, but my friend speaks Mandarin with her family. But if she hears my friend speaking Mandarin, she just starts to speak gibberish and says that it's the same. As I said before, we have told her multiple times we're uncomfortable with the comments, that we really don't like the comments, and that we want her to stop. She hasn't, so we went to our school counselor. She basically told us to stop making stuff up, that black people are incapable of being racists, and that we were being unnecessarily rude and making stuff up. She told us that if we talked about this again, we'd be facing disciplinary action. So, I'm confused: am I being too insensitive, and is it impossible for black people to be racist?

I'm sorry if this comes off as insensitive; I'm just genuinely curious.

Millenial racism panic (no offence intended, but im sorry if offence it taken) hear me out

I feel like my generation was early to the “whole” what is or isnt politically correct. Yhh as kids i cant lie even though (i think) we was past actually racially discriminating black people but yeah we said the n word, in any song that said it and in gest while trying to sound “cool” and “gangster” (jn itself still racist but unintentionally) and never in offence but also definitely never infront of a black person, we called anyone with brown skin a pki and any asians were chnks, as an adult in this modern day i know thats wrong and i have to make a conscious effort to not use certain words but its hard when youve grown up with a certain vocabulary, as a kid i thought “the pkis” was the actual name of the corner shops. I didnt know they were racist words they were just words, i saw know issue with other races so saw no correlation with the words being offensive. And cause of that time noone called you up on it, i had a neighbour that was only ever known as p*ki ashley, there wasnt even a “white” ashley. My point is, my kid thinks im racist but im genuinely not. My vocabulary is just genuinely habitual slang, and if im honest if that could be recognised as a thing itd do alot of millennials a favour, were not racist, but our racist parents raised us and taught us how to speak. Our vocabulary is misled and misunderstood
