Am I supposed to peel this off?

There seems to be a film layer over the circled region of my DAV3 Pro. Is that supposed to be peeled off or left on?

Question For Razer Tartarus V2 Pro Owners About New Joystick

For me, A is up/forward and B is left (I have them binded to WADS). With the new Joystick, based on the pic, which is up/forward? Ive seen a few posts about it but its unclear to me what they were saying concerning the input directions.
