"Customs found a joint in my passport"?

Screening personal belongings is typically the duty of TSA. Customs doesn't search most people's belongings. 99% of the time, the only way they're finding a joint is if you have it stuffed in the pages of your passport when you hand it over to them. Why would Mike keep a joint in his passport? Is he stupid?
