It looks like a Soviet-era 111-97 series building, but I really need the precise location. Any tips, clues, or geolocations would be highly appreciated. Thank you!

In the development, two types of houses are used: single-section multi-story buildings located in the park on the elevated part, and blocked houses arranged in groups along the slope. The blocked house is positioned perpendicular to the direction of the contour lines and consists of nine apartments of one, two, and four rooms, situated at different levels but connected to the plots. On the lower level are one- and two-room apartments (with a half‑floor level difference between the rooms). The structural basis is a light reinforced concrete frame with infill of wooden panels, the plank cladding of which is painted. The living area of the house is 312 m², the cubic volume is 1,746 m³. K = 5.6.
The work of G. P. Golts, cut short by the untimely death of the talented author, remained unfinished, but this does not diminish the merits of his composition, conceived and executed with great enthusiasm. The image of the building he created—courageous and significant in expression—is closely associated with thoughts of the city’s heroic epic. There is much strength and impulse in it; epic seriousness and lyrical picturesqueness. This is a complex architectural symphony built on a rich range of contrasts.

Clay masonry laid in a circle presents no difficulties, while a wall closed in a ring is a more stable structure, which is of great importance for clay as a building material, especially in the seismic regions of Kyrgyzstan.
