• A Deal with the Devil & Villains for Hire: SPECTRE may be given sanctuary and Villains may be recruited via decisions. This can be done by any nation with an Intelligence Agency, except the USA, UK, and USSR. These decisions are available to the AI. Act quickly or the AI will recruit them (usually after 3-4 years). Once one country has recruited a villain or given SPECTRE sanctuary, the decision is removed for all countries.
