I need a professional opinion regarding the following:

I want to retarget people who watched my ad to the end (TruePlay/100% video views) and show them the ad one more time. My idea is that if they were interested enough to watch the full video, a second exposure could encourage them to participate in the promo.

How would you recommend setting up this type of campaign, and do you think it would be effective based on your experience?

Or would it be better to retarget users who visited the website instead?

What approach do you think would work best and help the campaign perform more effectively?
