Sci-fi where a guy finds himself in a town or complex where time has stopped. He knows this because he sees a small bird frozen in flight. There is a bad guy / alien stopping time. In the final fight he can't shoot the bad guy directly because he is always a few seconds ahead - every time he shoots the bad guy has already materialised somewhere else. So he shoots where he thinks the bad guy will be and manages to get him. He shoots into empty air and then the bad guy materialises in a new place but dead. Pretty sure it's 60s.
