Would the tortuga get its +accuracy with an attack made as a result of the prepare quick action?

I can't see why it wouldn't, but cant see it mentioned anywhere online. It feels like there could be some fun builds outside the usual heavy gunner/vanguard, making prepared shots with long range arcing weapons like the mortar.
