If I activate my “inactive” listings, can I still refresh them, or do I have to wait 60 days from the time I reactivate them?

If I activate my “inactive” listings, can I still refresh them, or do I have to wait 60 days from the time I reactivate them?

I want to make all of my listings active, but I was planning on “refreshing” a BUNCH of listings. Now I’m worried that if I activate them AND THEN refresh them, I’ll be penalized for refreshing them within less than 60 days of activating.

Am I making sense? lol

Is activating the same as refreshing (deleting/replacing listings)

What do y’all do? Please read attached body text for details:

So… when I list an item at a certain price and someone sends an offer for less than half of my asking price, I simply counter with the lowest I’m willing to accept for it (I MIGHT take a little less than $12 if they had countered with $11 — not in this case necessarily, but just using this as an example).

However, THIS happens almost every time (they counteroffer just one dollar more than their first offer), at which point, I just decline.

I dont believe I’m being unreasonable with the price I countered, given the original listing price. And although it’s annoying to go back and forth, one dollar at a time, I guess I just feel kinda bad about straight up DECLINING their offer.

What do you do in these situations? Counter higher at the start? Decline the low offer like I did?

I just don’t know. I’ve been selling for a long time, and it seems like this happens much more frequently than it did in the past.
