Narvo Quin's words on how chaos gods work

In a Fabius Bile book, Narvo Quin says:

“Win or lose, the gods feast on our deeds. A man pets a stray, and his small pleasure in the act of kindness feeds Slaanesh. A woman strikes her crying child and that awful moment of elation she feels feeds Khorne. A Munitorum drone considers suicide. Nurgle grows fat on his despair. A merciful strategist devises a plan for bloodless victory, and Tzeentch is content."

This quote is often used as an answer to when people ask if chaos gods only feed off of excess, or also from smaller actions. however afaik there are also tons of instances in the lore where what narvo quin says is shown to be not true. so my question; is what he says in the quote just true with no room for debate, or can he be wrong about this? or maybe an oversight in book's writing?
