Hot Take: Replacing the generic Tank Passive with unique "Leader Auras" to fix Tank Diff and power agency

Every tank should have a unique, individual "Leader Aura" passive that automatically applies to the entire team upon hero selection. This aura would remain active 24/7, even while the tank is dead. To balance this, the current generic tank role passives would be entirely removed.

The goal here is to solve the "tank diff" problem. Even if your tank is throwing or completely outclassed, the rest of the team still retains some agency and room to make plays because a portion of the tank's power budget has been shifted into this team-wide aura.

Given how miserable the current state of the meta can feel (reminiscent of the peak Mauga mirror match eras), the initial launch values for these auras should be aggressive to provide an immediate fix for the community.

For example,

Mauga: The team and Mauga himself now gets a baseline passive lifesteal buff, which scales up when he activates Cardiac Overdrive. Instead of launching it conservatively at 10% basline and 50% during CO, they could go for 20% and 60% after bumped.

At this point, a great Tracer or Reaper player could flip losing game more likely.

An added bonus of the "Leader Aura" system is that it gives the balance team a brand-new lever to revive non-viable tanks over various patches without over-buffing the tank's individual stats to a broken degree.

Here are examples of Junker Queen and Reinhardt,

Junker Queen: A baseline movement speed buff for the whole team. This alone could easily push JQ into Tier 0 or Tier 1 status.

Reinhardt: Grants teammates high resistance to crowd control (CC) and knockbacks, allowing your support and DPS to play much more aggressively.

Doomfist: Bring back a variation of the old "airborne healing" concept or dive-synergy buffs to help him out, especially in pro-play coordinates.
