Please help my table settle some confusion!

DWS have had their home system invaded.

They have chosen to co-exist on the planet.

Another player has played warfare strategy card.

Can DWS use warfare secondary ability to produce land troops?

(My feeling is you can't produce from space docks on planets you don't control. The rules imply this when they say you have control for scoring purposes only).

(Other opinion is that the rules state that the space dock is blockaded which implies rules around being blockaded apply i.e. can't produce ships but can produce land units)
