Barebow left-to-right adjustment

This is something that has confused me for a while. I understand that you can alter the left-to-right impact point of a barebow by adjusting the button pressure. I also understand how to bareshaft tune a barebow. So say you have a properly tuned barebow, but the impact point is not on gold when you point at gold, adjusting the button to bring the point on would then put the bow out of tune.

I haven't tuned my bow properly beyond 25m yet because my groups aren't brilliant so tuning seems a bit pointless at the moment, but when I'm tuned at this distance, the impact point of my fletched arrows is left of where I'm aiming.

So does this mean that there's likely an error in my form? Or does it mean that the arrows are out of the ideal spine range for my poundage? If I had properly spined arrows, would my impact point be the same as my aiming point when the bow is properly tuned? Because at the moment I have to choose between gap shooting or having a properly tuned bow, which is manageable, but doesn't seem ideal.

Rule 307 dress code

This only applies to archers in the UK

So it's really not a big deal, but I'm curious because I resent the rule. I thought that rule 307 only applies at WRS and UKRS competitions because it says "Members of archery gb shooting and officiating at tournaments granted UK or World Record status by Archery GB are required...", but I've been to a couple competitions recently which have been neither, and been told off for wearing blue jeans, and it hasn't been stated beforehand that the rule applies.

Just asking because I think the rule is dumb and the judge told me that it applies to all competitions regardless of record status. That and I'm petty about these things. Obviously it would be easy for me to follow the rule, and I will do so in future because I'm not trying to piss off judges
