new to film (photography in general) and have been shooting 35mm with a couple different cameras. never seen anything like this (the black and white spots). is this from underdevelopment or the scanner or what? taken on a minolta 110 zoom

just got my first scans back from a minolta 110 zoom slr. is this the camera or scanner or underdevelopment or what (the black space and white flecks) :(
