So I got my old iphone 4 and its been locked like this for some time but ive tried to restore the ios but no luck and the fact that it was jail broken back in 2013 idk how to fix it or try to get on it any tips on how to do it ?

Edit Idk what ios is running probably anything before 7.1.2 and its more of questions or ideas
