(repost) Is it possible to change bpm of a project without affecting the rate of audio files?

i.e. if the project bpm is 120 but a piece of audio i have in it is 124 can i change the bpm of the project to 124 without affecting its speed or deleting it changing the bpm then adding it again

I asked this a year ago but the guy who helped me deleted their account and now i don't know how to do this again

Either reaper or youtube works, but not both

Reaper wasn't playing audio so i restarted my computer (ubuntu), it fixed the audio but when i opened youtube it wasn't playing videos. Restarted again and it fixed youtube, but broke reaper. Why does this happen?
