How to learn to maintain consistency when drawing characters - particularly with faces.

I've always struggled with keeping a character consistent from piece to piece. Their proportions change a lot, especially in the face. I do have a base reference I look back to but it still wavers more than I like.

I could possibly point the issue towards my face blindness - meaning I focus more on a character's key details as apposed to their face. But it could also just me needed to hunker down and practice something that hasn't quite clicked for me.
