Commercial company illegally using red hydrants in Ashburn

I have a red hydrant in front of my house. Heard noise this morning, looked out and saw a Dominion Paving and Sealing employee. He cracked the hydrant, hooked up a hose and filled a several hundred gallon water tank on his truck. I called Loudoun Water and they said that was not allowable -- commercial companies can only use yellow or yellow-bibbed hydrants. I conveyed this to the employee, who mumbled something about "I didn't know" and "I have a meter" but he disconnected really quickly and took off. I reported it to LW but it made me wonder how many times Dominion is doing this all over our area. If caught, they only pay a fine, but considering how much their paving contracts are I'm sure the fee is no deterrent. It's a shame this isn't a criminal violation.
