The Hetzner docs here say that you can set up email alerts for exceeding a cost threshold if you go to Account → Billing in Hetzner Console:

But neither Console nor KonsoleH has a section Account → Billing. The menu on the top right (person icon) has an option called "User account," but if you click on it, it takes you to accounts.hetzner.com, which has no billing section.
