How can I get my son (4M) to stop grabbing his downstairs!?

Everytime I blink, my son is grabbing himself. I guess it's a stim, or something to mindlessly do without thinking. It never stops. Every step he walks, watching TV, in the bath. It's so embarrassing in public. I say "hands" and he let's go, until he gets his attention somewhere else within 2 seconds and his hands go right back. I can't even say one sentence start to finish before he's doing it again. How have you guys navigated this?

He's technically nonverbal, but it's speech apraxia. If it wasn't for that, he'd probably between level 1 and level 2 if that makes sense. Receptive language is almost perfect just not the vocal coordination to combine letter sounds.
